How very odd. These cards are supposed to be inspired by the art. But the guy from the cover of Secrets of the Dragon was, I would have thought, obviously a Togashi. But, setting that a side, the guy has a gigantic tattoo on his head, torso, and arms. Obvious question - why does a Personality based on art of a tattooed man not have Tattooed?
On the bright side, the card seems playable.

Yeah I was confused on reading our previews too, before I saw the card, I thought it might be a samurai tattoed monk (the mirumoto)

Yeah, sad that he's not tattooed, sad that he's not boxable. Even more sad that he's unique.
He's still really good though. It's really cool that he's a monk/shugenja, and that he's an alchemist.
I'm really hoping for another boxable shugenja, because it's looking like there are a good number of spells that would be great support for Kensai, but we need the right shuggies for it. Maybe next set we get a non-unique boxable alchemist and can use The Fire Answers??? (Not for kensai, I just want to use that card in general.)An air or water shugenja for Steed of the Ebbing Tides would fit our developing kensai/cavalry theme very nicely.

One of the two had to be Unique; this was the case for each faction. Making them all non-Unique would have required another 18 slots on the printing sheet, but there are only 14 non-Great Clan Personality slots on the sheet (1x each event, 3x each holding, 3x each unaligned guy).

I'm going to spell out the logic here, so I apologize if this comes across as pedantic. This particular Personality, although inspired by an Ise Zumi card, is not himself an Ise Zumi. It is quite rare for non-Ise Zumi to have access to the magical tattoos the Ise Zumi bear. Mechanically, there was a desire to give Dragon another shugenja. Being Shugenja*Monk is already quite unusual, so the question was "he's got tattoos in his art--but do they, necessarily, have to be Ise Zumi magical tattoos?" Storywise, there is nothing precluding a shugenja from being tattooed (as opposed to Tattooed), so I left the decision to Design. As a Tamori, think of him as a shugenja who is also a monk, as opposed to being an Ise Zumi shugenja, if that helps get the idea across.

Stats are decent, costless if you like, and keys off of even some of our meta cards. Ups our shugenja count and also one of the only personalities ever to have both those traits.

Good card: would've been better if it was tattooed, but that would've screwex with the gold cost or somethig else... Going into my decks either way!
Oh and he clearly shoots Shimura out of the water...
